The ALSF Delegation, led by Olivier S. Pognon, the Director, is currently on mission in Kigali from 8 to 10 December 2025. The objective of this mission is to engage with key government institutions to review ongoing assistance and identify new opportunities for support across the infrastructure, PPP, energy, sovereign finance, and natural resources sectors. Yesterday morning, the Delegation met with Ms. Aissa Sarr, @Groupe_AfDB Country Manager, for a courtesy visit to review the AfDB/ALSF portfolio and ensure alignment throughout the mission. Over the coming days, the team will continue discussions with senior officials from the Ministry of Finance, Rwanda Development Board, Agaciro Development Fund, Green Fund, Green City Kigali, Rwanda Energy Group, Rwanda Mining Board, WASAC, and other key stakeholders. #ALSF #AfDB #SustainableDevelopment #LegalSupport

The ALSF is launching the first training workshop on the Unified IPP Protocol of the Desert to Power initiative! From 1–3 December 2025 in Abidjan, we are bringing together representatives from member-country ministries, national energy agencies, national utilities, and key actors involved in structuring and negotiating energy projects across Africa. 🎯 Objective: Strengthen understanding and use of the Unified IPP Protocol, a key tool supporting large-scale solar project development under Desert to Power. Day 1 highlights: ✔️ Introduction to Desert to Power ✔️ Fundamentals of an IPP project ✔️ Overview of standard contractual documentation ✔️ Practical session on identifying critical clauses This workshop reflects the ALSF’s mission: equipping African governments to better negotiate, structure, and secure their strategic energy projects. The ALSF at #LJDWeek2025 For more than a decade, the @WorldBank 'sLaw, Justice and Development (LJD) Week has brought together legal and development professionals from around the world to exchange ideas and explore innovative solutions for greater development impact.
