Interesting figures here: when @AgoraCFR did the first #UgandaParliamentExhibition, the vouchers exposed had a sum of about 19,000,000,000/= sent to junior staffers through their private accounts. After the exposé. I for one was naive enough to think they stopped. Nah! We’ve since found vouchers worth 50,000,000,000/=! Almost three times more than what was exposed first! They didn't slam the brakes: they hit the accelerator HARD! For context, Jinja district local govt is operating a budget of 47 billion this financial year, while Soroti DLG budget is just 35.9 billion! That is their budget for everything: health, local roads, education, etc. Damn! 🙌🏾

High Court Judge Collins Acellam has awarded this victim of torture by @ugprisons, Ayebale Innocent, UGX 60M in damages. @AgoraCFR offered him medical and legal support. He deserved more than that but we welcome this positive step in the fight against torture which, despite strong provisions in the law, has become rampant. In 2024, Ayebale Innocent who happened to be in the city centre during the start of the #March2Parliament protests, was arrested and illegally detained for weeks before being sent to Luzira Prison. While in @UgandaPrisons, he was beaten and tortured. He missed his Senior Four UNEB exams having been denied bail severally. Agora supported him to sue the government for violation of his rights. Today, Justice Acellam Collins of the High Court has awarded him UGX 60m in damages.

Between 2023 and 2026, over UGX 68 billion was signed for by different individuals, sent to their private bank accounts or taken from @Parliament_Ug SACCO under the behest of speaker Anita Among. #UgandaParliamentExhibitionII

Court has ordered security agencies to produce Agatha Nazziwa. She was disappeared almost two months ago.

IGG summons Ex-Parliamentary commissioners over controversial sh1.7b service award Among is said to have chaired the meeting in which the commissioners were given service awards. Court documents indicate that Mpuuga received sh500m, while the other commissioners each received sh400m. The May 2022 payouts triggered public outrage and were later challenged in court. The allegations emerging from Parliament are not merely about one individual. They point to institutionalised corruption, breakdown of internal controls, abuse of procurement systems, and a culture of impunity. The response therefore cannot be limited to investigating the Speaker or asking her to step aside from contesting to be Speaker again. What is required is a full institutional rescue process. The Judicial Commission of Inquiry into corruption at Parliament should investigate alleged abuse by parliamentary commissioners, patronage networks, illicit enrichment, conflicts of interest, and the institutional failures that enabled theft. Just as the Speaker stepped aside from the race during investigations, the Deputy Speaker should do the same. @AgoraCFR @FOWODE_UGANDA @ccgea1

À Judicial Commission of Inquiry into allegations of corruption and serious misconduct by Speaker Among and others should be composed of respected judges (not Baguma), forensic auditors, anti-corruption experts, civil society leaders and other people of high public credibility such as Barbara Mulwana and Maria Odida from the private sector and Archbishop Emeritus John Baptist Odama. He is part of the Parliamentary leadership, no? Also let me reshare what we have shared about him. Every thing Among stole, Tayebwa had a share. When they increased perdiem, his was also increased from $850 to $3,500, when they decided to give themselves money to furnish their homes, Tayebwa got UGX 890M, when they gave themselves generators for their residences, Tayebwa also got, when they gave themselves annual vacations with their spouses paid for by tax payers, Tayebwa also got, when they increased their office budgets, donations and entertainment, Tayebwa also got. When they were sharing the budget through reallocations, Mitooma was also a beneficiary each FY. And we have written all this! #UgandaParliamentExhibitionII

In 2022, 11th Parliament spent Ugx 2,889,795,840 to buy 2 luxurious (ceremonial) cars for both Speaker Among, and deputy Tayebwa. Not only Among benefited, Tayebwa too. 2 people can't swim in muddy waters and only one comes out dirty. #UgandaParliamentExhibitionII

Let me reshare some of the information I’ve shared over the years for you guys to understand why FIA is just remembering to act on the issue of Among. In 2023, FIA investigated the staff members that were receiving money on behalf of Among. Then the investigations suddenly went quiet. But the same FIA was being added money during reallocations almost every financial year. Reallocations, as stated in the minority report attached in frame 3, had become one of the ways of gross corruption where the parliament leadership and some members of the budget committee were getting kickbacks, but was also used to compromise institutions responsible for investigating financial irregularities. The Office of the Auditor General was perhaps the biggest beneficiary. #UgandaParliamentExhibitionII
