the seed audience is really the most important factor of a page and not the follower count. Its key to target good quality followers with the ads even if its more expensive. This means making the ads more targeted towords your actual content you will be posting. The low cost broad "click follow if you like …" will only get you trash followers who mostly won't engage with your content and it will be very hard to get something viral on these pages ( i speak from experience as i have many such pages)
