A ceasefire document could be drafted similarly to the Istanbul agreements. Two officials believe Russia may be willing to retreat from small areas of territory in the Kharkiv and Mykolaiv regions. One source suggests that as a result of the agreement, Putin could retain most of the occupied territories to "ensure the protection of Russian speakers in eastern Ukraine and maintain a land bridge to Crimea." At the same time, Ukraine would need to agree to permanent neutrality in exchange for security guarantees from the U.S., the UK, France, and China. Additionally, Ukraine would not join NATO, and Alliance troops would not be present on its territory.
