Eddie has been shown left and right that community serving systems are failing the individuals he had a hand in saving or need to be saved. He’s seen it with how the crisis intervention and criminal justice systems failed Abigail, he’s seen it in NM with the cop’s refusal in taking Buck missing seriously, he’s seen it again in this episode when ice agents stormed in a hospital and detained human trafficking victims — so it absolutely makes sense that he’s thinking of Theo too, being put in the foster care system and becoming “lost” to them, a fate that Christopher never had to face because he had Eddie. So Eddie’s potential involvement is being built up and crucial because he would be one of the only characters this season to see community serving organizations fail exponentially and consistently, to the point that he would rather take it upon himself and get involved (with Buck) because he can’t trust these systems that are designed to help people.
