Her name is Rohini Sindhuri. She is a 2009 batch IAS officer posted in Karnataka. In 2018, she was the District Collector of Hassan. She discovered illegal sand mining happening every night from the rivers in her district. She stopped it. Local politicians were furious. They went to the Chief Minister. Within days, she was transferred out of Hassan. She fought it in the Karnataka High Court. The court ruled her transfer was illegal and ordered the government to reinstate her. The government reinstated her. Then transferred her again. She went back to court. She kept going back to court every single time the system tried to silence her. Between 2018 and 2023, she was transferred seven times. Each transfer came within weeks of her exposing something. She never stopped working. She never stopped filing cases. She never stopped showing up. India has a system where honesty is punished with transfers. Rohini Sindhuri refused to accept that as her final answer. She is still in service today. Her name is S. Revathi. She was a head constable at Sathankulam police station in June 2020. She was on night duty the night Jayaraj and Bennix were brought in. She watched her colleagues beat them through the entire night. She saw the bloodstained lathis. She saw the bloodstained table. She gave Jayaraj water when he asked for it. At midnight she called her husband and told him what was happening. When the judicial magistrate came to investigate she was terrified. Her male colleagues stood outside the room trying to listen to her statement. They intimidated the magistrate himself. She signed her statement anyway. The Madras High Court ordered police protection for her and her family the same day. She told reporters she did not want any of this publicity. She said she was ready to face dismissal. She was not dismissed. She testified again in court in 2022. Yesterday 9 police officers were sentenced to death. Her statement in 2020 is the reason that sentence exists. Nobody will say her name today. Her name is Revathi.

The Supreme Court has in a landmark judgment ruled that the systemic framework across the Indian Army, Navy and Air Force, in terms of career progression and growth, disadvantaged women officers as they were denied a fair chance at Permanent Commission (PC) which ensures better in-service and pensionary benefits. A bench led by the Chief Justice of India Surya Kant ruled that women Army officers released from service (during the litigation of this case) will be deemed to have completed 20 years of qualifying service and will receive full pension with arrears from January 1, 2025, while directing grant of Permanent Commission (PC) to those still in service who met the 60% cut-off, subject to clearances. In the Navy, it protected officers already granted PC and extended eligibility for PC to specified categories of women and even certain male officers who were earlier excluded. In the Air Force, it recognised flaws in evaluation and granted pensionary benefits as a one-time measure to those who were considered but not selected, while allowing others to pursue remedies. In the Air Force, the Court further held that performance benchmarks were implemented hastily, vitiating the selection process, while in the Navy it found a lack of transparency in evaluation criteria and vacancy disclosures. The Court based its ruling on the finding that the entire evaluation system was structurally biased. It noted that Annual Confidential Reports (ACRs) were written on the assumption that women would not have long-term careers, leading to casual or unfair grading. It also found that women were denied “criteria appointments” and “career enhancement courses” because they were earlier ineligible for PC, which directly lowered their merit when they later became eligible.
