First, you negotiate a contract with a yearly salary increase, and then, instead of budgeting that income throughout the year, you claim to be "unemployed" every summer and collect benefits. That effectively boosts your yearly compensation. If they can get this approved for some CPS employees, my guess is they'll use it as a precedent to argue that CPS teachers should also be able to file for unemployment every summer.
