Depending on the market conditions, if more people are long or short, the majority is basically paying for the minority. If many people are long and you are short, you're actually getting something funded. It can be within a range of positive 0.03% that you're getting funded to a negative 0.03% where you have to actually pay it. This percentage is always calculated on your position size.
In the image below from WEEX exchange, you can see the funding rate in the top right corner. It is negative, meaning you have to pay as a short position and get funded as a long. Next to it is a countdown reading (01: 55: 41).
