Two: you need to know it would possible to implement it.
Three. You need to know whether it's individuals, businesses or assets.

The focus is on assets. Whether that includes business I can't remember, but I assume business is an asset.

Obvs billionaires'll be included in that. Billionaires are the ones most people can comprehend better.
