@apeser1 @Bossy___ It's the lowest bid because the terms of the project (plan & spec) are set by the buyer. Most at times, the 3 lowest are selected for final review. I have taken part in competitive bidding. Sole sourcing only happens when the spec calls for a specific item where one supplier....
