Anytime and every time you mention that the West is 100 years ahead of Africa, it is because they took a significant part of our life away without agreement, payments, or settlement.
Today, John Mahama and the UN have set in motion the pathway to bridge the 100 years we see and feel.

@apeser1@Bossy___ It's the lowest bid because the terms of the project (plan & spec) are set by the buyer. Most at times, the 3 lowest are selected for final review. I have taken part in competitive bidding. Sole sourcing only happens when the spec calls for a specific item where one supplier....
