Transport minister Barbara Creecy accepted the resignation following a board meeting.
Lamola (pictured), who took over in May 2022, expanded the fleet from five to nineteen aircraft and the route network from six to seventeen destinations, including São Paulo and Perth.

The Summary of The Phala Phala Phala
The investigative report by the Independent Police Investigative Directorate (IPID) into the Phala Phala Game Farm theft reveals several damning findings regarding misconduct and procedural violations by members of the South African Police Service (SAPS), particularly Major General WP Rhoode and Constable HH Rekhoto. Below is a summary of the key findings:
Damning Findings
1. Failure to Report Crimes
Major General WP Rhoode and other SAPS members failed to report the crime of housebreaking and theft of cash at President Ramaphosa’s farm, violating Section 13(2) of the SAPS Act 68 of 1995.
They concealed the crime and did not register it at a police station as required by SAPS procedures.
2. Unauthorized Investigations
SAPS members conducted unlawful investigations into the theft at the President’s farm, which was outside their scope of work and mandate.
State resources, including SAPS officials from the Presidential Protection Unit, were used to investigate the President’s private business matter.
Major General Rhoode and Constable Rekhoto conducted surveillance and interrogations of suspects without proper authorization or case registration.
3. Unlawful Actions
Suspects were kidnapped and interrogated in connection with the theft.
Major General Rhoode unlawfully crossed the border into Namibia.
Bribery of suspects was allegedly used to conceal the events that took place at Phala Phala on February 9, 2020.
Unlawful apprehension of suspects was carried out.
4. Misrepresentation and Falsification of Records
Major General Rhoode and Constable Rekhoto falsified records and itineraries to justify their trips and actions. For example, they misrepresented the purpose of trips to Cape Town and Namibia as official duties when they were actually related to unauthorized investigations.
The breach of security at the President’s farm was not recorded in the SAPS Annual Report 2020/2021.
5. Mismanagement of State Resources
Major General Rhoode misused state resources, including instructing personnel to travel under false pretenses and using government vehicles and accommodations for unauthorized purposes.
Fruitless and wasteful expenditure was incurred, such as unnecessary travel and accommodations for SAPS personnel.
6. Violation of SAPS Policies and Procedures
Major General Rhoode failed to report the breach of security to the National Commissioner, as required by the Presidential Protection Service Policy No. 03/2018.
He carried out unlawful instructions from the late Lieutenant General Mfazi without reporting them to his immediate line manager.
7. Actions That Brought SAPS into Disrepute
The misconduct and violations by SAPS members, including falsification of records and unauthorized investigations, detrimentally affected the image of the SAPS and brought the service into disrepute.
IPID Recommendations
IPID recommended disciplinary action against Major General WP Rhoode and Constable HH Rekhoto for their misconduct and violations of SAPS regulations.
Specific regulations cited include contraventions of the SAPS Act, Presidential Protection Service policies, and SAPS disciplinary regulations.
Conclusion
The report concludes that the actions of Major General WP Rhoode and Constable HH Rekhoto involved significant breaches of SAPS policies, misuse of state resources, and unlawful activities. IPID has directed SAPS to initiate disciplinary action against the implicated members and provide a report on the outcomes of these actions.
These findings highlight systemic issues within the SAPS and raise serious concerns about accountability and governance within the organization.
