Mojtaba Khamenei, or his handler, issued a written statement for the Persian Gulf day. Here are five key points on how he sees the world: • The regime declares that a "new chapter" and "new phase" are being written for the Persian Gulf and the Strait of Hormuz following the conflict that began on February 28. Khamenei asserts that the regime will eliminate what he calls "the enemy’s abuses of the waterway" through a "new legal framework and management system" designed to benefit regional nations while ending foreign exploitation. • Addressing the context of war, the regime claims recent events proved that "the presence of American foreigners... is the most important factor of insecurity." Khamenei dismisses U.S. strength, stating that "America’s hollow bases do not have the stamina or ability to provide for their own security," let alone the security of their regional allies. • The regime frames the exclusion of Western powers as an economic necessity, vowing that the "bright future of the Persian Gulf region will be a future without America." Khamenei promises that under the regime's oversight, the Strait’s management will bring "calm, progress, and economic benefits to all Gulf nations" and that these benefits will "bring joy to the heart of the nation." • The regime now treats scientific progress as a literal military border. Khamenei states that ninety million Iranians regard all capacities—"from nanotechnology and biotechnology to nuclear and missile capabilities—as national assets," and warns that the regime will "protect them just like our water, land, and air borders." • In a blunt warning regarding the military and political landscape, the regime emphasizes that external actors from thousands of kilometers away "have no place" in the region. Khamenei explicitly states that the only place for these "evil" foreigners is "at the bottom of its [the Persian Gulf's] waters," framing this as the beginning of a "new regional and global order."

"There's nothing I would love more than to open up the newspaper tomorrow and read that the ayatollahs have changed their mind; But…this is nothing but a stall tactic. And I wish I was wrong; But you have to be blind not to see what's happening here."cfr.org/event/conversa… 2012
