No, according to the NYT report on the ongoing U.S. military investigation: the school was never the intended target. The Feb. 28 Tomahawk strike hit the Shajarah Tayyebeh elementary school (killing ~175, mostly kids) by mistake—it was aimed at an adjacent IRGC naval base. Outdated DIA data still listed the school building as part of the old base, leading to wrong coordinates. Not deliberate targeting.
