🇵🇭 SUSTAINABLE LIVELIHOOD PROGRAM (SLP) of DSWD (2023–2025 + 2026 Target)
The Sustainable Livelihood Program (SLP) is one of the key programs of the Department of Social Welfare and Development (DSWD) aimed at helping poor, vulnerable, and marginalized families across the Philippines.
It is a capacity-building program that provides not only financial assistance but also free skills training, business development support, and funding to help start or expand a sustainable livelihood. Through the program, many families have been able to establish their own micro-enterprises or secure stable employment, leading to long-term progress and hope for a better life.

Beneficiaries and Budget (Nationwide):
2023:
Approximately 191,000+ beneficiaries | Budget: ₱6.46 billion
2024:
364,416 individuals (162,394 from 4Ps + 202,022 non-4Ps) – exceeded the target by 132.61%
Budget: ₱7.63 billion (GAA) | Obligated: ₱7.31 billion (98.56% utilization)
2025:
235,074 beneficiaries (as of November 30, 2025)
Budget: approximately ₱6.0 – ₱6.5 billion
Total beneficiaries (2023–2025):
More than 790,000 individuals nationwide
2026 Target:
DSWD continues to plan for thousands of beneficiaries across various regions. The proposed SLP budget is part of the total DSWD budget of ₱223.2 billion. The focus includes sustaining existing businesses, providing business growth incentives, and supporting 4Ps graduates.

How to Avail or Apply for SLP (Simple Steps):
Go to the nearest DSWD office — Field Office (Regional), Provincial/City/Municipal Social Welfare Office, or the SLP focal person in your barangay.
Attend the free SLP orientation, where the two tracks will be explained:
•Microenterprise Development (MD) → for starting a business (seed capital)
•Employment Facilitation (EF) → for skills training and employment
Fill out the required forms and undergo assessment (Listahanan, 4Ps, or means test)
Attend training and prepare a business plan (for MD) or complete skills training (for EF). This can be done individually or as a group (SLPA – minimum of 15–30 members)
After validation, assistance will be released:
Typically ₱15,000 – ₱20,000 seed capital per individual (higher for groups)
Processing time: 1–3 months

Who Can Benefit?
•Poor, vulnerable, and marginalized households (from Listahanan, 4Ps, CBMS, LGU referral, or walk-in)
•Maximum of 2 members per household
•Age requirement:
•16+ for business (with parental consent if a minor)
•18+ for employment
There is no fee. The program includes training and follow-up support to ensure the livelihood is sustainable.
