Uhm what? As someone growing up with a family owning restaurants I have to disagree with this!
Generally it is seen as rude not to tip at all and usually a sign you were very unhappy with the service.
The normal amount here is in fact 10-12%. Tipping 5€ on a 20€ bill is -

Advice for anyone who's in Germany for the first time! 🇩🇪💶 Here we normally don't do tipping unless we genuinely enjoyed the service provided. Want to tip? Do it like this: Service: "Final cost would be 15€" You: "Please round it up to 20€" They get the 5€. We don't do %!
