El Alto Comisionado de las Naciones Unidas para los Derechos Humanos, Volker Türk, recordó que las presuntas violaciones de derechos humanos deben ser investigadas por tribunales ordinarios, independientes e imparciales.
La iniciativa fue aprobada en primera votación en el Congreso con 60 votos a favor y aún debe ser sometida a una segunda votación.
