As Germany moved to recognize Ukraine's 1930s Holodomor as genocide, I would like to reshare this article that indeed finds "that Ukrainian bias in Soviet policy was the main contributor to high Ukrainian famine mortality."

Newly collected historical data show that the Soviet regime repressed Ukrainians during the 1932-33 famine, leading to much higher mortality for ethnic Ukrainians than other groups, from Andrei Markevich, Natalya Naumenko, and Nancy Qian nber.org/papers/w29089
