State capture (biasanya diterjemahkan sebagai "pencaplokan negara" atau "pembajakan negara") adalah bentuk korupsi sistemik yang jauh lebih berbahaya daripada suap biasa.
Jika korupsi biasa adalah melanggar aturan, state capture adalah mengatur ulang aturan tersebut agar menguntungkan pihak tertentu. Dalam kondisi ini, kepentingan pribadi (perusahaan besar, elit politik, atau kelompok tertentu) berhasil "membeli" pengaruh atas proses pembuatan kebijakan negara.
Perbedaan Utama: Korupsi Biasa vs. State Capture
Korupsi Administratif: Anda menyuap petugas pajak agar denda Anda dihapus. Aturannya ada, tapi Anda "mengakalinya".

State Capture: Anda memengaruhi anggota DPR agar membuat undang-undang yang membuat bisnis Anda bebas pajak secara legal. Di sini, Anda "menciptakan" aturannya.
Cara Kerja State Capture
1. Membajak Undang-Undang (Legislatif): Menaruh orang di parlemen atau mendanai kampanye mereka agar mereka meloloskan UU yang memberikan hak eksklusif atau monopoli pada sektor tertentu (misalnya pertambangan atau energi).
2. Membajak Penegakan Hukum (Yudikatif): Memastikan hakim atau jaksa agung adalah "orang mereka," sehingga jika ada skandal korupsi, penyelidikannya akan dihentikan atau diarahkan ke pihak lain.
3. Membajak Birokrasi (Eksekutif): Menempatkan loyalis di posisi strategis dalam BUMN atau kementerian untuk mengarahkan proyek-proyek raksasa pemerintah ke kelompok sendiri.
4. Membajak Regulasi: Melemahkan lembaga pengawas agar industri tertentu bisa beroperasi tanpa gangguan standar lingkungan atau audit keuangan yang ketat.

UPDATE The Israeli court approved the extension of Dr. Hussam Abu Safiya’s detention, without charges. The request for his immediate release was denied, despite the unlawful nature of his detention while carrying out his medical duties. He is held in Negev Prison in harsh conditions, without access to medication or medical care, as his health continues to deteriorate. We demand the immediate release of Dr. Abu Safiya along with 13 other detained doctors, as well as all medical personnel currently held in Israel. We call on the international community to intervene and put an end to this abuse.
