Las primeros versiones se conocieron en medio de un Puesto de Mando Unificado (PMU) por el paro minero del Bajo Cauca en el que estaban los ministros de Defensa e Interior, Pedro Sánchez y Armando Benedetti y el gobernador de Antioquia, Andrés Julián Rendón.
