Bronclear is not issued in South African public hospitals; instead, it's bought from Adcock Ingram and pharmacies, then smuggled to Zimbabwe by drug dealers to be sold as a codeine-laced drink. The misuse of codeine-containing medicines is a global phenomenon, particularly in countries with high levels of STEM literacy, where citizens are aware of the codeine content in some medications. The illegal activity lies in the smuggling of this cough mixture into Zimbabwe, not in it being stolen from South Africa. In fact, Adcock Ingram and pharmacies is guilty of wholesaling this product to unlicensed (non-pharmacy) buyers. It's clear that some individuals, like PSAF, Dudula, low-level police officers, and immigration officials hate foreigners, but there's no reason to lie about the drug being stolen from public hospitals when drug dealers purchase it from Adcock Ingram and pharmacies. The low levels of education in South Africa also renders blacks South Africans gullible to all manner of manipulation and lies.

The gangs in the Western Cape will be the first to celebrate. “Hold on,” they’ll say, “I was arrested for illegal possession of a firearm and even firing it in public.
