Coming back from a walk with my dog and spot a cop sitting in the back of a cemetery "just hanging" on his phone over .1 miles away from the main road... Go do something, patrol a neighborhood or if their isn't anything happening in Marblehead, that gives cops time to do this, cuts are needed...
