This is not a feel good story. As thankful as I am for the many, many people who provide these resources, this is 100% a government failure. We shouldn’t be taken care of via the whims of the rich. The government exists for this reason. To meet the needs of its citizens!

We started with 6.
They changed it six more times before finally settling on 9 (1 for each federal circuit)
We now have 13 circuits 🙂
