I think Maki can comfortably counter him IF she has a Cursed Tool that can finish the job. That's always the caveat for her or Toji vs anyone above a certain level. Otherwise they may stalemate or she'll have the disadvantage in hands, since his reinforcement can even overpower Yuta. Though even then Maki has innate regen so she could probably take it over time. If he doesn't manage to win by giving her a concentrated blast at close range first, by grappling etc.
