Congress. The War Powers Resolution requires the President to notify Congress within 48 hours of committing forces to hostilities. Military action must terminate within 60 days unless Congress declares war, passes a specific authorization, or extends the deadline. Any member of the House or Senate can invoke Section 5(c) to force a full floor vote on whether to end the engagement, with expedited procedures requiring a vote within 15 calendar days in the House and 10 in the Senate. Separately, the House can impeach by simple majority vote. Removal requires a two-thirds supermajority in the Senate: 67 senators.
Vice President and Cabinet. Under the 25th Amendment, Section 4, the Vice President and a majority of the 15 principal officers of the executive departments can transmit a written declaration to the President pro tempore of the Senate and the Speaker of the House that the President is unable to discharge the powers and duties of his office. The Vice President immediately assumes power as Acting President. If the President contests the declaration, the Vice President and Cabinet have four days to reaffirm it, and then Congress has 21 days to resolve the dispute. Keeping the President removed requires a two-thirds vote in both chambers.
The States. Under Article V, if two-thirds of state legislatures (34 of 50) apply, Congress is constitutionally required to call a convention for proposing amendments. Any amendment proposed by the convention becomes law only after ratification by three-fourths of the states (38 of 50).
Military Chain of Command. The President does not launch attacks by pressing a button. He issues orders to human beings in a chain of command, and those human beings have independent legal obligations. Under UCMJ Article 92, military orders are lawful only when they are consistent with the Constitution and the laws of the United States. The Nuremberg Principles and the Army Field Manual create an affirmative duty to disobey unlawful orders. General John Hyten, then commander of U.S. Strategic Command, stated publicly that he would refuse an illegal presidential order to launch a nuclear attack, saying "if you execute an unlawful order, you will go to jail for the rest of your life." Any military strike must satisfy the law of armed conflict's four requirements: distinction between civilian and military targets, proportionality, military necessity, and the avoidance of unnecessary suffering. A presidential order that violates any of those requirements is unlawful, and the officers receiving it are legally obligated to refuse it.
Federal Courts. Courts can enjoin unlawful executive military orders. The judiciary operates as an independent branch with the authority to declare executive action unconstitutional.
The Electorate. The entire House faces election in 2026. One-third of the Senate faces election in 2026. The presidency faces election in 2028.
Six independent mechanisms across four branches of government and the states themselves. Are all of them under stress? Yes. That is the substance of the MAGA analysis I linked. But under stress is not nonexistent.
The distinction is not "America good, China bad." The distinction is structural. Does the system contain mechanisms by which the governed can correct the governors without the governors' permission? America's mechanisms are degraded and under direct attack. China never built them. A country fighting over whether its correction mechanisms still function is in a different structural category than a country that designed its system to ensure they never exist.

MAGA 1. Palingenetic ultranationalism: YES. "Make America Great Again" is a civilizational rebirth narrative by definition. A lost golden age. A betrayal by internal enemies. A restoration through a singular leader who alone can fix it. The narrative structure is identical to the founding myth of every fascist movement in history. The specific content differs. The structure is the same: there was a great civilization, it was corrupted by enemies from within, and only the movement can restore it.
