According to court records, Dean’s organization allegedly targeted individuals at shelters, encampments, and halfway houses—offering free food, temporary housing, or small cash payments in exchange for their Medicaid ID numbers. Investigators say those IDs were then used to submit false claims to Medicaid, amounting to millions of dollars in fraudulent billing.
