Easy peasy. Everyone who wants to defund the police sign an open letter committing not to use their services. Ever. As people opt-out of relying on the police when something goes wrong, fewer and fewer policemen will be needed! What could go wrong?!?

Actually the immorality of it lies largely in refusal to fund proper facilities for detention pending processing. Who is responsible for that refusal, I wonder?
