Yes, a floor is mandatory just like in other sports. I have always advocated that. Cheap owners are not the problem. Massive local TV revenue is. The Dodgers get over $300 million more than the Royals with local TV revenue. That does not mean Mr. K, Glass and Sherman were “cheap”

Without a floor, a salary cap is useless. Its not the Dodgers. Its the cheap owners who won't spend. They are the problem with baseball. The Dodgers are playing by the rules. The cheap owners aren't. We gotta fix the cheap owners first. Floor is mandatory.
