If medieval political control automatically determined modern sovereignty, countless present-day borders would have to be redrawn. Italy could claim much of Europe because of Rome. Turkey could claim much of the Balkans because of the Ottoman Empire. Britain could reclaim large parts of North America. History simply doesn't work that way. Morocco is perfectly entitled to maintain a political claim to Ceuta and Melilla, just as many states maintain historical territorial claims. But citing the Idrisids or earlier dynasties does not, by itself, establish that Spain lacks sovereignty today.

The original indigenous inhabitants of the territory now occupied by Morocco were the Amazigh (Berbers), who had lived across North Africa for thousands of years before the Arab conquest. By the first millennium BC, the Greeks and Romans referred to numerous Amazigh peoples, including the Mauri, Masaesyli, Massylii and Gaetuli. These were independent tribal confederations speaking related Amazigh languages.
