let’s say you’re an advanced country, the richest in the world you stopped manufacturing lower value goods a long time ago due to free trade where this activity went to less rich countries where labor and materials are still cheap, but you still manufacture some added value goods that’s most of your industry at this point, and it’s important to keep it going now let’s assume those industries needs a lot of widgets. you don’t make widgets anymore because they are lower value input goods and they are effectively commoditized but for national security reasons, you want to make widgets again. the problem is your labor force is many times more expensive than in the countries which currently make the widgets today so you apply tariffs to make those imported widgets more expensive. the problem is now you just raised a key input cost for the little industry you still have today. they get squeezed, can’t operate profitably, and they go out of business. now, you have no industry so your remaining option, before the added value industries go out of business, is to subsidize the widget industry in your country (so they can be produced and provided for lower cost), and/or subsidize the added value goods industries in your country but good news- tariff income can be used to subsidize these things, especially when they are applied carefully and judiciously, and coupled with thoughtful industry development plans but your country isn’t doing that. they are applying sloppy blanket tariffs and have barely articulated the industries they want to promote and protect and they probably won’t and rather than try to figure out those hard things, instead, you and everyone else will probably get a check for $5000 and they’ll call it a win for the consumer congrats and welcome to the show
