5. Build healthy and environmentally sustainable cities—that also cater to the needs of the elderly and other vulnerable citizens; 6. Build resilient cities that can better withstand shocks/stresses brought about by climate change, disasters, and protect against future pandemics

3. Look at urban planning systems to strategically incorporate lessons we are learning from the pandemic; 4. Strengthen financial sustainability—enhance the capacities of all stakeholders, particularly as we work to improve the governance of utility and service providers;

Particularly, the urban poor and the vulnerable populations face two main challenges: 1. an increased probability of getting infected by the disease; and 2. less opportunities to make money to survive due to economic restrictions.

Already a huge challenge before the pandemic, this lack of adequate urban services has placed COVID-19 outbreak-affected areas at a greater disadvantage because they were the first to experience disruptions in normal operations.

This has been happening since the 70s but has accelerated since the turn of the century. We should effectively manage this rapid urbanization and do it sustainably. Most cities in developing Asia struggle with inadequate urban services and insufficient basic urban infrastructure.
