She's great against Tripwire and X and a poor choice against Fleetway simply because her damage isn't high but she still has decent utility

She was fucking vile 0.1, nigh on unkillable if on mobile too since charge wasn't a guaranteed source of damage.
But that doesn't change the fact she is curb stomped by kolossos and fleetway with very little she can do, she got nerfed into the ground and I'd argue is only good against 2011x and maybe okay against tripwire.

4. She gets NOT damage resistance in lms and emperor card's dmg resistance is useless.

It's the fact that it allows her to tank more hits the longer chase extends which is overpowered by the nature of the game
X gets her to one shot, her teammates help her, now shes two shot

Added to the fact that he was previously the only one without a circle hitbox, he was literally an m1 merchant and a punching bag if you didn't have insane micro and practice
