Man Drowns After Attempting to Run Away From Police Officers. Troy Police have identified Melquan A. Simpson (33) of Troy as the man who drowned in the Hudson River after being chased on his bicycle by police. The incident occurred on Monday night during a surveillance operation in response to drug activity complaints in the 2nd Avenue corridor near 116 Street. Simpson, on parole and wanted for absconding, was spotted wearing a balaclava and carrying a cross-body pouch. Officers Dean Mahunik and James Hallenbeck attempted to stop and interview him, leading to a chase down 1st Avenue. Simpson eventually rode into the Hudson River. Police released a 3 ½-minute video showing the chase from a car dash cam and a body-worn camera. Despite efforts to rescue him with a rescue disc, Simpson did not grab it and drowned. Police stated Simpson was known to them and had cocaine in his pouch. The investigation continues with the state Attorney General's Office of Special Investigations.
