Zulum Approves ₦1 Billion for New Agric University's Take Off Borno State Governor, Professor Babagana Umara Zulum, has approved ₦1 billion for the immediate commencement of the Federal University of Agriculture and Entrepreneurship in Bama. Governor Zulum announced the donation on Monday while receiving an inter-ministerial delegation on an assessment visit to the Government House. The team included officials from the Federal Ministry of Education, the National Universities Commission, the Budget Office, and the Office of the Head of Service. The institution was established after a bill sponsored by Senator Kaka Shehu Lawan was signed into law by the President on May 22, 2025. Governor Zulum had previously handed over the existing Umar Ibn Ibrahim Elkanemi College of Education, Science and Technology in Bama to the federal government to facilitate a quick start of academic activities. “I want to announce the donation of ₦1 billion for the take off of the University,” Zulum stated. “I hereby direct the Commissioner for Education to facilitate the process and identify the immediate priority areas and gaps to channel the resources.” He explained the state's proactive role, saying, “The federal government announced the establishment of the university, but the state has to provide the enabling environment for the immediate take off of the institution.” “Although the institution belongs to the federal government, the services that would be rendered is for the good people of Borno State,” he added. “For me, every federal institution, especially the tertiary institutions belong to Borno State government.” The governor also promised to construct staff quarters and provide additional support. He commended President Bola Tinubu, Vice President Kashim Shettima, sponsor of the bill, Senator Kaka Shehu Lawan, minister of education for ensuring that the university becomes a reality. Leader of the federal delegation, who is also the Director of University Education at the Federal Ministry of Education, Hajiya Rakiya Gambo Iliyasu, reported that the team was impressed after inspecting the Bama facility. “Your Excellency, the team went round the institution this morning and what we saw was quite encouraging,” Rakiya said. “We can tell His Excellency that the institution has everything it needs to take off.” She confirmed that the institution is ready to begin operations and that the team would proceed with staff verification. The event was attended by the Deputy Governor, Hon. Umar Usman Kadafur; Senator representing Borno Central, Senator Kaka Shehu Lawan, SAN; Member representing Monguno, Marte and Nganzai federal constituency, Hon. Bukar Talba; Acting Chief of Staff, Dr Babagana Malumbe; other members of the State Executive Council as well as Special Advisers.

Zulum: Borno begins export of plastic materials As part of the economic revitalisation efforts of his administration, Governor Babagana Umara Zulum has announced the commencement of exporting plastic products, marking a significant stride towards self-sufficiency. The governor emphasised that the move is a strategic part of a broader agenda to industrialise the state and wean it off over-dependence on monthly federal allocation. Zulum made the announcement on Thursday during an inspection tour of Borno Plastic Factory located in the new Maiduguri Industrial Area. “I am happy to note that people from Borno State will no longer procure plastic materials from other places. You have seen that the products have been sold to our neighbouring countries and other states within Nigeria. We will invest more in our industries, so that in the near future, Borno State Government will no longer rely on Federation Account for its day-to-day activities,” Zulum said. The governor revealed that the factory has started its international orders, with finished plastic wares already shipped to neighbouring countries such as Chad and the Republic of Cameroon. Zulum noted that the facility was initially constructed during the administration of former Governor Kashim Shettima, but was resuscitated as part of his administration’s recovery and development plan. Governor Zulum further explained that to ensure its sustainability and commercial viability, the government transitioned the factory to a Public-Private Partnership (PPP) arrangement, with Tatabe Global Services now managing the day-to-day operations, production, and marketing, while the state government provides oversight and a conducive business environment. The factory, now operating at full capacity, produces a wide range of items, including plastic chairs, tables, basins, and other plastic materials. It has also created hundreds of direct jobs for indigenes, providing a critical source of livelihood. Zulum was accompanied by the Speaker of Borno State House of Assembly, Abdulkarim Lawan, as well as principal officers of the House of Assembly and other top government officials.

Again: Zulum nominated for African Governors Award Borno State Governor Babagana Umara Zulum was nominated to receive the African Governors' Excellence Award for 2025. Mr Idahosa revealed that the prestigious event will celebrate visionary leadership, exceptional governance, and impactful development initiatives by governors across Africa. He said the award recognises commitment to sustainable socio-economic transformation in their respective regions and states. Zulum will receive the award alongside other African Governors in Paris at the event on August 19. The vice-chairman of the selection committee, Idahosa Osamahze, stated in a news brief. It can be recalled that Zulum received the Forbes Magazine African Leadership Award in New York, United States of America, in 2024. Idahosa emphasised that the award is to promote excellence in public service, encourage innovation in governance, and foster best practices in leadership for Africa’s socio-economic advancement. According to him, Sheriff Oborevwori, Uba Sani, Hope Uzodimma of Imo, and Abdullahi Sule have been nominated for the award. He said the nominated governors from Egypt are Abdel Amara, Kafr El Sheikh; Amr Hanafi, Gamal Nour El-Din, and Khaled Fouda. Mr Idahosa added that Hillary Barchok, George Natembeya, Mohamed Adan Khalif, and Jeremiah Lomorukai were picked from Kenya. He also said, “These governors exemplify what leadership with vision, integrity, and purpose can achieve. Their work is changing lives, fostering prosperity, and inspiring a new generation of public servants across Africa.” According to Mr Idahosa, the Paris ceremony is expected to attract high-profile dignitaries, development partners, diplomats, and stakeholders from across Africa and Europe. He also noted that there shall be keynote addresses from global policy leaders, panel discussions on sub-national governance innovation, and networking sessions to foster intergovernmental collaboration.

ADC: Zulum dismisses defection rumour, affirms loyalty to APC Borno State Governor, Professor Babagana Umara Zulum, has dismissed speculation in some sections of the online media that he would lead five other governors in defecting to the opposition coalition party, the African Democratic Congress (ADC). Zulum, in a statement by his spokesperson, Dauda Iliya, described the rumour as unfounded and baseless fabrication by unscrupulous elements seeking relevance, affirming his unalloyed loyalty to the ruling All Progressives Congress (APC). The statement quoted the Governor as saying, "We have become aware of a fictitious and mischievous social media report circulating in certain quarters, alleging plans by me to decamp from the All Progressives Congress (APC) to the African Democratic Congress (ADC), alongside five other governors." “This is entirely false and exists only in the imagination of its sponsors. They are detractors who have made no meaningful contribution to the progress of Borno State or Nigeria. It is a classic example of cheap, politically motivated speculation designed solely to distract us and create unnecessary political tension.” "My loyalty to the APC remains firm and my dedication is solely to the welfare and progress of Borno State. I urge the good people of Borno and the general public to disregard this fabrication. Zulum Blazes the Trail Again: Empowerment and Governance in Perspective Within the last one year, the administration of Professor Babagana Umara Zulum empowered Small and Medium Enterprises, vulnerable families, women and youth groups with N1.5 billion Naira. Similarly, the Governor established and equipped ICT skills acquisition centre each in Bama, Konduga, Biu, Kwaya-Kusar, Gongulong and Shani.   The Zulum-administration supported 673,000 vulnerable households with food, non-food items and cash support, amounting to over 1.7 billion Naira to another set of vulnerable families.   Zulum settled over 4.5 billion Naira gratuity arrears and other entitlements of retired senior civil servants; and cleared all outstanding gratuities and entitlements of retired permanent secretaries up to December 2024, totaling over 1.4 billion Naira. This is in addition to the sum of 200 million Naira gratuity-arrears paid monthly.   As part of state Government’s contribution to the 2024 Maiduguri Flood Disaster Basket Fund, Zulum released 10 billion Naira and comprehensively renovated the Musa Usman Secretariat and surrounding Ministries, Departments and Agencies submerged by the flood.   Indeed, Zulum is keeping the people first, despite the twin challenges of insurgency and flood disaster. #Zulum1339CapitalProjects

Zulum condemns Konduga terrorists' attack, sympathises with victims Borno State Governor, Babagana Umara Zulum, condemned the recent suicide attack carried out by Boko Haram/ISWAP terrorists in Konduga Local Government Area. The attack, which occurred yesterday around 10:00 pm, targeted a night fish market, killing 12 people and leaving 18 others injured. Zulum, in a statement by his spokesperson, Dauda Iliya, expressed grief over the incident, stating, “The barbaric acts committed by these terrorists are not only heinous but an assault on our shared humanity.” He added, “This is a cowardly and barbaric attempt to instil fear in the people and undermine our collective resilience. The people of Borno are resilient, and we refuse to be cowed by terrorists.” “I call on the people of Borno to remain vigilant and report suspicious activities to security agencies. We should understand that community cooperation is vital in the fight against insurgency. Zulum expressed condolences to the families of the victims, emphasising that all well-meaning citizens of Borno share in their pain. “To the families who have lost loved ones, I extend my deepest sympathies and pray to Allah for the quick recovery of those who are injured,” Zulum said. The governor also reassured residents that the government is working closely with security agencies to ensure the safety of the people and prevent future attacks.
