@The__Unyielding i dont know anything about flag design and i made this in like 2 seconds, but i think something like a stylized flame "lighting up the dark" would maybe be fitting

A lot of people scoff at flag rules, I used to not take them seriously. But we are talking about a flag for all humanity here. Their is one thing i heard that really stood out to me. "Your flag should not be full of symbols that represent you, it should be itself a symbol."

@SandyofCthulhu depends on species for birds and reptiles actually. some birds like chickens have larger stronger males, Eagles also favor stronger larger males, but peregrines and some other falcons have MUCH larger females. Gator males are also much larger as are most male reptiles

Females are (usually) larger and stronger in reptiles and arachnids. They are (usually) smaller in mammals and birds.
So if dragons are reptiles, it's plausible that the females are bigger.
