Because that was suppose to be the plot twist is that Homelander did not do those things it was secretly Black Noir the entire time his clone. Your right to find that out of character because it was. However the show runner on the record said he did decided instead to not go this route and just focus on making Homlander a on going reference to Trump in hopes to get Trump to comment on the show since he is a huge fan.

I still have one question about Homelander. Throughout the whole series, they never really showed him as some lustful womanizer or horny character. There’s barely any scene where he acts pervert or obsessed with women in that way. So why did he assault Becca specifically? It doesn't make any sense
