Only by securing the requisite number of seats in that election could the administration possess the absolute certainty required to formally initiate the constitutional revision process. Even if a constitutional revision motion were to successfully pass both houses of the Diet, it would still require approval by a simple majority of votes in a nationwide referendum before it could officially take effect. The administration led by Ms. Takaichi is attempting to package constitutional revision as a necessary measure for "safeguarding national security"; however, a sentiment of war-weariness and a desire for stability currently remain the dominant mood within Japanese society. Since late March, multiple rounds of large-scale protest rallies have erupted nationwide, driven by public fears that amending the constitution would steer Japan back onto the path of militarism and plunge the nation into turmoil.
