RIP Ned Phelps Ned Phelps followed his own intellectual journey. When Keynesians relied on a long-run tradeoff between unemployment and inflation, he showed why this was a weak reed to stand on. Thus was born the natural rate hypothesis (although the coining of the word goes to Friedman, a year after Ned’s paper). When, later, New Keynesians were focusing on nominal rigidities, he built models of fluctuations where nominal rigidities played no role. When New Classicals were exploring the cyclical implications of competitive markets, he focused on the role of distortions in goods and labor markets, be it efficiency wages, or variable markups. It would be fair to say that, today, the frontier macro models embody the natural rate hypothesis, and many of the distortions Ned focus on---and, what he did not like, i.e. nominal rigidities. His style was highly idiosyncratic. He was often a poor expositor of his fundamental insights. He did not listen much to others, pursuing his agenda with focus and passion. But, to use an overused but appropriate expression, he was certainly one of the giants in the field. We often met and sometimes fought, be it on hysteresis or nominal rigidities, but I had infinite respect for him.

Untuk mahasiawa ekonomi. Ada banyak pertanyaan ke saya tentang ratio Debt/GDP vs Debt Service Ratio (DSR)/ Revenue Mengapa indkator DSR/Revenue lebih relevan dibanding Debt/GDP. Dalam bahan kuliah ini saya tunjukkan walau Debt/GDP sama, tapi jika DSR/Revenue lebih tinggi maka ruang fiskal atau fiscal space yg tersedia bisa lebih rendah. Maaf ini memang bahan kuliah jadi sangat teknis. Buat non ekonom, intinya: walau dg rasio utang/PDB yang sama, kalau DSR/Revenue tinggi krn bunga dan cicilan utang yg tinggi atau Tax/PDB yg rendah, maka fiscal space akan lebih kecil. Itu sebabnya DSR/Revenue lebih penting dari Rasio utang/PDB karena pertanyaan paling pentinh adalah berapa besar ruang fiscal kita

Saya repost, ini bahan kuliah utk mahasiswa saya di FEUI hari Senin besok. Mungkin ini berguna juga buat mahasiswa lain yg tidak di kelas saya.

Tadi sore saya ngobrol dg Richardo Hausmann Guru besar ekonomi di Harvard Kennedy School. Hausmann dikenal dg complexity index nya. Kami mendiskusikan growth strategy di emerging economies. Hausmann selalu mencerahkan. Alih alih berdebat soal sektor mana yg memberikan value added tinggi vs rendah, manufaktur vs services, Hausmann menyampaikan yg penting bukan debate memilih sektor yg memberikan value added tinggi (downstreaming vs commodities) tapi bagaimana membangun capabilities. Dia cerita bagaimana Jepang mulai dg textile, yg akhirnya mesin utk membuat textile menghasilkan toyota. Kisah negara-negara Nordik menunjukkan bahwa teknologi tinggi sering lahir dari proses yang panjang dan tampak sederhana. Finland dan Sweden mula-mula bertumpu pada hutan, kayu, pulp, dan kertas. Tetapi dari industri itulah tumbuh kemampuan engineering, manufaktur, kimia, dan riset. Perusahaan seperti Nokia bahkan berawal dari industri pulp sebelum akhirnya menjadi raksasa telekomunikasi dunia. Intinya apakah mampu meningkatkan capabilities. Kapabilitas utk mampu mengubah industri berbasis sumber daya alam menjadi pijakan untuk membangun kemampuan teknologi yang lebih kompleks. Saya setuju dichotomy antara manufacturing dg services tidak sepenuhnya akurat, krn sektor manufaktur yg produktifitasnya tinggi justru yg service intensive, istilahnya servicification. Belajar banyak dari Hausmann.
