Right now the relationship between Ethereum L1 and its L2s is quite lopsided. L2s receive the benefits of Ethereum security without contributing much value back to ETH. There are two paths I see that can lead to equilibrium being restored: 1) Increase the minimum blob fees I've talked about this in the past, but right now blob prices are essentially zero for rollups, meaning Ethereum accrues almost no value from L2 DA costs. In the pre EIP-4844 world, rollups were consistently the largest gas guzzlers of ETH, leading to strong deflationary pressure on ETH. However, because DA blobs are essentially free, rollups are no longer burning much ETH. This, combined with reduced execution activity on Ethereum L1, has led to ETH becoming inflationary once again. One, perhaps more short-term, solution is to increase the base blob fee. L2s should have to pay some amount in fees to use Ethereum DA. People may argue that increasing Ethereum DA costs will lead to L2s shifting to alt-DA solutions, but I would argue that the chains that want to truly inherit Ethereum's security will still pay these costs. 2) Increase L2 Usage The current pricing curve for blobs was set this way because researchers predicted that there'd be more demand from L2s. However, outside of a couple major events (initial blob launch, blobscriptions, LZ airdrop), the cost for blobs has not wavered much past the minimum fee. If demand and usage of L2s increases, we may reach a state where the blob pricing curve adequately prices DA blobs, leading to a healthy amount of ETH burning on L1. In addition to DA costs being substantial, the amount of gas spent on rollup settlement may also increase to be a substantial amount (I need to run the numbers on this). This is the pathway that benefits the Ethereum ecosystem the most in the long term, but also requires intrinsic demand for L2 blockspace. We need more interesting consumer facing applications to attract users and drive more onchain usage. In this world, blob fees would almost never sit at the minimum price, and rollups would be paying substantial amounts to inherit Ethereum's security.
