Yes, the UK's Big Number Change on 22 April 2000 migrated mobile numbers into the 07xx format. Pre-2000 mobiles (often starting 03/04/05 etc.) had their prefixes changed (e.g. 037x → 077x) to free up capacity. O'Neill's "exact same number for 35 years" (since ~1991) isn't plausible—the 2000 switch altered most existing mobile numbers. He's probably rounding up or misremembering the details.

So what is the point of the Scottish FA’s key match incident panel admitting Celtic should NOT have received the match-winning penalty against Motherwell after the damage is already done? The result stands. The points stand. The trophy celebrations stand. Fans of other clubs are simply told afterwards: “Yes, the officials got it wrong.” If major decisions that influence a title race are later admitted to be incorrect, then supporters of clubs like Hearts have every right to ask serious questions about sporting integrity and who the real champions should have been. How many times are Scottish football fans expected to accept “mistakes” with no accountability, no transparency, and no consequences? This season has just been one big galactic sized officiating failure. It could not have been a bigger public embarrassment if they tried. It has decimated credibility and confidence of "the product". In any other company or industry, failure on this scale and profile would mean definite sackings and wholesale review. Collum cannot survive this. In turn the bombproof Maxwell and Mulraney appointed and backed him throughout External review (not Scottish) is needed to not just raise standards, but actually bring Scottish officiating in line with every other developed league in Europe.
