And: "The State Department must work with the National Democratic Institute, the National Endowment for Democracy, and other foreign capacity-building entities to aid in the reconstruction of Palestine’s civic institutions, in partnership with the United Nations." Palestinian factions in general would view these as intolerable violations of Palestinian sovereignty. Hamas, however, has agreed to give up power in the event of a transition to a democratically elected Palestinian governing force, though not one that works with National Endowment for Democracy (a CIA offshoot).
