The solution is not more buses. It’s better governance. Start with Accra as a pilot. Establish a single accountable body, the Accra Transit Authority. Its job would be to plan routes, set service standards, and enforce performance-based contracts across operators. Trotro operators are not the enemy. They are already the backbone of the system. Bring them into a formal structure, set clear standards, and hold them accountable. Protect routes from arbitrary encroachment. Enforce maintenance schedules based on manufacturer guidelines for state-operated buses. Only once a functioning system exists does it make sense to invest in more buses, because then they will actually last. Until then, every new fleet we procure is just a slow donation to the scrapyard.
