When the current system or piecemeal tools fail, the public sector is left picking up the tab, whether through additional subsidies to housing operators, tenants turning to safety net programs, or post-disaster recovery aid. Meanwhile, insurance companies continue to prioritize profits rather than housing protection.

My new brief for @cplusci is out today! I tried to take on the “tradeoff” question from a different starting point: where decarbonization and affordability are stated political goals, and the task is to find the right policy and market/ownership structure to achieve them.

We shouldn’t gut New York’s climate law, actually. As @karlsson_kris shows in CCI’s terrific new lit review, you can have affordability and decarb together. Not by letting the market rip, but by ramping up public power and smart regulation.
