PACS in Uncovered Panchayats The Government on 15.2.2023, approved the Plan for strengthening cooperative movement in the country and deepening its reach up to the grassroots. The Plan entails establishment of 2 lakh multipurpose PACS (M-PACS), Dairy, Fishery Cooperative Societies covering all the Panchayats/ villages in the country in five years, through convergence of various existing schemes of Government of India (GoI), including Dairy Infrastructure Development Fund (DIDF), National Programme for Dairy Development (NPDD), PM Matsya Sampada Yojana (PMMSY), etc, with the support of National Bank for Agricultural and Rural Development (NABARD), National Dairy Development Board (NDDB), National Fisheries Development Board (NFDB) and State Governments. NABARD is working continuously to nurture MSMEs by strengthening marketing ecosystems for rural entrepreneurs. Recognising that access to markets is critical for the growth and sustainability of these enterprises, NABARD has focused on creating dedicated marketing avenues such as rural marts and rural haats, and facilitated regular participation in exhibitions, fairs, and melas across the country. These platforms enable micro-entrepreneurs, Self-Help Groups (SHGs), and Farmer Producer Organisations (FPOs) to directly reach consumers, eliminating intermediaries and ensuring fair price realisation for their products. Further amplifying market access, NABARD has supported the deployment of mobile vans for product promotion. The cooperative sector in India plays a vital role in empowering rural communities, especially in agriculture, credit, dairy, and tribal sectors. एनडीडीबी और नाबार्ड के मध्य डेयरी क्षेत्र में सतत् और समावेशी विकास को बढ़ावा देने के लिए समझौता ज्ञापन माननीय केंद्रीय गृह एवं सहकारिता मंत्री श्री @AmitShah जी (@MinOfCooperatn) और माननीय केंद्रीय मत्स्यपालन, पशुपालन और डेयरी मंत्री श्री @LalanSingh_1 जी (@Min_FAHD), पशुपालन और डेयरी राज्य मंत्री, प्रोफेसर एस पी सिंह बघेल जी (@spsinghbaghelpr) एवं श्री जॉर्ज कुरियन जी (@GeorgekurianBjp) की गरिमामयी उपस्थिति में “डेयरी सेक्टर में सस्टेनेबिलिटी और सर्कुलरिटी” पर आयोजित राष्ट्रीय कार्यशाला के दौरान, एनडीडीबी और नाबार्ड के बीच एक बहुत ही महत्वपूर्ण समझौता ज्ञापन किया गया। एनडीडीबी के प्रबंध निदेशक डॉ @ShahMeenesh और नाबार्ड के अध्यक्ष श्री शाजी के वी ने इस किसानोन्मुख समझौता ज्ञापन पर हस्ताक्षर किए। इस समझौता ज्ञापन के अंतर्गत, सस्टेनेबल डेयरी को बढ़ावा देने के लिए हरित वित्तपोषण (green financing) के माध्यम से डेयरी सहकारिताओं को सहयोग दिया जाएगा ताकि जलवायु अनुकूल डेयरी के साथ साथ ओर्गेनिक उर्वरक और हरित ऊर्जा को बढ़ावा देने के लिए बुनियादी ढांचे के विकास किया जा सके। तकनीकी, नवोन्मेषी वित्तीय और कार्यान्वयन सहायता से डेयरी सेक्‍टर में सतत् और समावेशी विकास को बढ़ावा मिलेगा और नीतिगत कार्यान्वयन से डेयरी पारिस्थितिकी तंत्र और सुदृढ़ होगा।
