Water providers across Douglas County urge conservation this irrigation season Three water providers in Douglas County are urging residents to conserve as irrigation season approaches. Following a warm, dry winter and below-average snowpack across Colorado, Castle Rock Water, Highlands Ranch Water, and Parker Water & Sanitation District remind customers to use water wisely and avoid unnecessary waste. Outdoor watering typically accounts for the largest increase in water use during the spring and summer months. With current dry conditions and continued pressure on regional water supplies, conservation remains an important and economical step residents can take to help protect water resources. Water utilities are as diverse as the communities they serve, and these three districts are no different. They rely on different water supplies, have varying storage capacities, operate under unique local demands, and have different sensitivities to drought. However, the three districts agree that ensuring the long-term sustainability of water for their communities is a priority and conservation will help reach this goal. “Water is always a valuable resource in Colorado, and dry conditions like we are experiencing this winter make conservation even more important,” said Highlands Ranch Water General Manager Sam Calkins. “Small actions like waiting to turn on your irrigation system until mid-May can make a big difference.” The three water providers emphasize that responsible water use helps ensure reliable supplies for homes, businesses and the entire community. “We want residents to be mindful of how and when they use water, especially outdoors,” said Castle Rock Water Director Mark Marlowe. “Simple steps like checking your irrigation system for leaks or watering only when your landscapes need it can help prevent unnecessary waste.” As spring approaches, these water providers recommend residents take time to prepare their irrigation systems and follow efficient watering practices. • Get familiar with your local outdoor watering rules • Take advantage of rebates offered by your water provider • Check sprinkler systems for leaks or broken heads and make repairs before starting up your irrigation system for the summer “Using water wisely is something we can all practice every year,” said Parker Water & Sanitation District Manager Ron Redd. “Being aware of conditions and using water responsibly helps protect this vital resource for all of us.” Residents are encouraged to stay informed about local drought conditions by connecting with their local water provider. What would you like residents 50 years from now to know about Castle Rock today? Community members are invited to make a mark on history by contributing to the Town of Castle Rock’s America 250 – Colorado 150 time capsule to tell future generations the story of Castle Rock in 2026. Community members are encouraged to participate in the time capsule in two ways: by completing a postcard and/or by submitting a short video message. 📝Share your story on a postcard Residents can capture what life in Castle Rock is like today - and share predictions for the future - by filling out a postcard. Postcards are available through May 1 at: 👉Town of Castle Rock Town Hall lobby, 100 N. Wilcox St. 👉Cantril School east entrance, 312 Cantril St. 👉Castle Rock Recreation Center, 2301 Woodlands Blvd. 👉Miller Activity Complex, 1375 W. Plum Creek Parkway When you fill out a postcard, grab an America 250 – Colorado 150 car decal, while supplies last, to display and celebrate this milestone year. 📽️Submit a video message Those interested can also record a 30- to 60-second video message that reflects life in Castle Rock and hopes for the future at a scheduled recording session or on their own. The Town will host video-recording sessions at Cantril School on the following dates: ▶️4 to 6 p.m. Wednesday, April 1 ▶️4 to 6 p.m. Tuesday, April 14 ▶️9 to 11 a.m. Saturday, April 25 Advance registration is required for a 10-minute recording session. No preparation required ― prompts and guidance will be provided to make the process quick and easy. Participants may also record and submit their own videos online. Video messages will be accepted through Friday, May 1. Those who record a qualifying video message at a recording session or on their own are eligible to receive a Town of Castle Rock America 250 – Colorado 150-branded gift, while supplies last. Do you live or drive through northern Castle Rock? If so, join us for an open house to discuss this year's Pavement Maintenance Program. The open house will be held from 4:30 to 6 p.m. Monday, March 23, at the Public Works Service Center, 4175 Castleton Court. Northern Castle Rock includes the Diamond Ridge, Sapphire Pointe and Terrain neighborhoods and more. In addition to neighborhood streets, several major roadways in Town will also receive maintenance work, including Castle Oaks Drive, Factory Shops Boulevard, Loop Road, Promenade Parkway and Woodlands Boulevard. The work will include sidewalk repair, slurry seal and crack seal, asphalt pavement patching and overlay. Improvements in these areas may also include upgraded sidewalks, curbs and ramps to comply with the Americans with Disabilities Act. Stop by at any time as there will be no formal presentation. 🌱Help restore creek banks at Earth Day willow harvest and planting April 18 Volunteers are needed to help restore riparian habitat and stabilize East Plum Creek banks. These efforts also help keep the creek water clean and healthy. For more than a decade, volunteers have helped the Town of Castle Rock celebrate Earth Day by restoring disturbed areas along waterways. This year, from 9 to 11 a.m. Saturday, April 18, teams of volunteers will harvest and plant willows and other vegetation for the Earth Day conservation project. Join in as volunteers harvest cuttings from established native willow plants and replant them near the recent channel and floodplain improvements on East Plum Creek north of Wolfensberger Road. Bring gloves and cutting shears if you have them. If you don’t, some will be provided along with water, snacks, safety vests, tools and instructions. Please note that weather can be variable this time of year, so a rain date of April 25 has been set for the event. Provide input on five-year plan for local needs funding through April 15. The Town is seeking community input to help guide how Federal grant funding is used to support local needs over the next five years. To date, the grant has been used to help support low- to moderate-income seniors living within Castle Rock and to make accessibility improvements at Town facilities. Each year, the Town receives approximately $280,000 through the U.S. Department of Housing and Urban Development’s Community Development Block Grant program. Every five years, the Town must submit a consolidated plan outlining how these funds will be used. The next plan will cover 2026 through 2030. Community members are encouraged to share their input by completing a short survey open through Wednesday, April 15, at CRgov.com/Plan. The survey will help identify community priorities and guide development of the Town’s next five-year plan. Past Town projects supported by CDBG funding include: • Americans with Disabilities Act accessible restrooms at Butterfield Park and Cantril School • ADA pool lift installation at the Recreation Center and Miller Activity Complex • Replacement of expired pool lifts at Butterfield and Burgess outdoor pools • Home-delivered hot meals for seniors Residents are invited to attend the following public meetings at Town Hall, 100 N. Wilcox St., to learn more and share feedback in person. • Community input meeting: 4:30 to 5:30 p.m. Monday, March 30, at Town Hall Council Chambers Residents can provide input on community needs to help guide development of the Town’s 2026 to 2030 CDBG consolidated plan. Preventative maintenance keeps our streets safe and extends the life of our infrastructure. Each year, work in residential areas concentrates on one of five geographic regions on a rotating basis to maximize Town resources. This year’s Pavement Maintenance Program focuses on the northern portion of Castle Rock. Northern Castle Rock includes the Diamond Ridge, Sapphire Pointe and Terrain neighborhoods. In addition to neighborhood streets, several major roadways in Town will also receive maintenance work, including Castle Oaks Drive, Factory Shops Boulevard, Loop Road, Promenade Parkway, Woodlands Boulevard and more. Crews will be working on neighborhood roads between late March and October, weather dependent. The work will include sidewalk repair, slurry seal and crack seal, asphalt pavement patching and overlay. Improvements in these areas may also include upgraded sidewalks, curbs and ramps to comply with the Americans with Disabilities Act. An open house will be held from 4:30 to 6 p.m. Monday, March 23, at the Public Works Service Center, 4175 Castleton Court. Stop by at any time as there will be no formal presentation. Town staff will be available to answer questions about expected timing and impacts in your neighborhood. Residents directly impacted by the work will receive a notice 24 to 48 hours before work begins with exact dates and parking details. During work, temporary parking restrictions or short-term street closures may occur. The Town has allocated up to $19 million for the 2026 Pavement Maintenance Program, which is expected to improve approximately 100 lane miles. Largely funded by sales tax receipts each year, available resources are used to maintain the Town’s 788 lane miles to extend pavement life. Castle Rock Fire and Rescue is continuing its commitment to reducing wildfire risk on Town-owned property. Fire and bark beetle mitigation work is set to occur at Metzler Family Open Space in conjunction with the Town’s Parks and Recreation Department. Work is expected to begin in early March and is anticipated to continue through the end of the month, weather permitting. The project will treat approximately 23 acres on the property located along Founders Parkway and Crowfoot Valley Road. The Town of Castle Rock Youth Commission is accepting applications for its Rising Star Scholarship, offering local community-minded high school seniors the opportunity to earn $1,000 to support their college or career training plans. At least four students will each earn a $1,000 Rising Star Scholarship to help cover tuition, fees and course enrollment to advance their higher education goals. The deadline for applying is Tuesday, March 31. To be eligible, students must either reside in Castle Rock or attend a Castle Rock high school.
