Manipur Home Minister Konthoujam Govindas Singh on July 21 said the state government has initiated efforts to bring armed insurgent groups from the Kuki and Naga communities to the negotiating table, following the surrender of 46 cadres of the Kangleipak Communist Party-People's War Group (KCP-PWG). Speaking to reporters on the sidelines of a homecoming ceremony held at the Mantripukhri Garrison, Headquarters Assam Rifles, the minister said the government is working to encourage more insurgent groups to shun violence and join the peace process. The ceremony, jointly organised by the Manipur Government and the Inspector General Assam Rifles (South), witnessed 46 KCP-PWG cadres voluntarily surrender and embrace mainstream civilian life. Accountability is a word not found in the Government of India's dictionary under the present BJP leadership… It’s not only about NEET and question leaks but also about numerous issues: electoral bonds, the PM CARES Fund, the tragedy of Demonetisation and the Covid fiasco, including the Covishield vaccine controversy…This is in addition to the general abuse and subversion of institutions, including the basic mechanisms of the legislative oversight function under the parliamentary system. Far from the cosmopolitan gaze, amidst these “national” issues, like the invisible provincial tragedies of the distant colonies of the European empires of yesteryears, Manipur, my home state, has been reeling under an unprecedented tragedy for more than three years. Today, as I witness the tear gas and lathi charges right in the heart of Delhi, I can’t help but think of the blown-off shoulder and pellet-ridden heads of protesting young students as they face tear gas and pellet guns in Imphal during the present crisis in Manipur…And of course, those mutilated and bruised bodies, burnt down villages and residential complexes, life of the internally displaced persons (IDPs) in the wretched condition of the so-called “relief camps”, pathetic conduct and bankruptcy of the political class, and the incompetence and failures of the security establishments, including units of the powerful Indian army, under whose nose, hundreds of people have been killed, thousands of houses burnt down and villages emptied of their inhabitants… There is NO ACCOUNTABILITY for all these criminal acts and negligence. And the PARLIAMENT of the largest democracy doesn’t have time for any discussion on this tragedy…Let alone fixing accountability, to make the tragedy visible itself is a struggle; to recognise it as a tragedy of a “constituent state” of the UNION, if not a “national issue”! Unthinkable, and unconstitutional as it is, people are still not able to move freely in the state or get access to the “national” highways, as they are being denied access, or there is no security for them to get access to these highways because they belong to this or that community (as if Article 15, Article 19 are not for the people of the state). And just as they cannot get access to roads, air travel becomes a necessity. Airlines have been milking these helpless people by hiking prices, and when elected members like me have approached the ministry and other officials, they say these are “private airlines” driven by demand and supply, and hence the Government cannot impose a “fare cap,” etc. And lo! When the Indigo crisis hit the “national mainstream”. The Government of India imposed a “fare cap” to stop the airlines from exploiting the situation by manipulating the fare hike! But one day, hopefully, accountability will be heard, and the reality that postcolonial scholars talk about, namely, the continuity of the colonial in the postcolonial, will also finally come to an end! The demand for separate administration in Manipur was based on fragile grounds. It relied heavily on cross-border ethnic linkages, porous borders and the assumption of continued instability in Myanmar’s Chin State to build political leverage. The movement was strongly influenced by the situation that prevailed in Myanmar, which was highly unpredictable. Recent military gains by the Tatmadaw in key areas have certainly weakened the wider Chin-Kuki networks that sustained maximalist demands in Manipur. A clear understanding of how the conflict has been shaped by multiple external and strategic factors, rather than being viewed merely as a binary clash between two communities, is essential to tackle the challenges effectively. This insightful article by Naorem Mohen highlights how control over strategic routes like Moreh, vital for India’s Act East Policy and the India-Myanmar-Thailand Trilateral Highway, transformed local ethnic tensions into a broader national security and connectivity issue. It makes a strong case for restoring lawful authority, permanently reopening highways, recovering illegal arms and pursuing dialogue strictly within the Constitution without rewarding violence or creating new divisions, including the Naga factor.
