Suspended SAPS Organised Crime Unit Boss Shibiri Tells Madlanga Commission that Late Taxi Boss Mswazi and Katiso Molefe Were Members of the Alleged ‘Group of Five’ that Has Mining Interests
Major-General Richard Shibiri, the suspended head of SAPS Organised Crime, testified at the Madlanga Commission that he is prepared to name a key member of the alleged "group of five" alleged cartel in-camera due to safety concerns, while clarifying his limited knowledge of certain links.
Shibiri stated the group which allegedly has mining businesses in Rustenburg, included the late taxi boss Jotham "Mswazi" Msibi and Katiso "KT" Molefe (a murder accused). He explicitly denied that Joe Sibanyoni or Ze Nxumalo were part of it.
Shibiri described businessman Steve Motsumi as someone in construction who approached him for extortion help, with no known ties to Mswazi or shared mining interests with Molefe in North West.
Shibiri expressed reluctance to name certain individuals publicly, citing personal risks—he lacks bodyguards, received no SAPS threat assessment, and noted others like advocate Sandile Khumalo have protection.
He confirmed criminals have infiltrated the criminal justice system and recommended a high-level team, including the Hawks, to probe implicated figures. Shibiri described a suspicious SAPS faction allegedly eliminating non-conformists.
His legal counsel stressed he is not hiding information but shares broad concerns about risks, while commission members highlighted dangers of withholding names amid ongoing probes into police syndicate ties.

After a long day of probing, ducking and diving, lots of lies, the Commission has made a breakthrough with Commissioner Khumalo getting General Shiburi to agree that he will give the name of the person who he fears to mention in public in camera and he will also say the reasons he's so fearful.
Just as I thought we've made progress. His Advocate is now contesting. 😟
