You are right. Africans have no genetic brain disadvantage. They have a cultural disadvantage. Dr. Ben Carson, a world class pediatric neurosurgeon, once stated that he'd looked at a lot of brains and they were all alike. Successful nations need to export culture as much as they export anything else. Sending food to poor people feeds them for a day. Teaching them how to be successful turns them into a peer. Often the problem in cultures is the amount of corruption in the government. So that's a factor when trying to get individuals to progress. It is much more difficult when the local authorities don't want a stronger, thriving population.

Some people look at IQ maps and decide that explains African poverty. The theory collapses the moment you notice that Africans who move to Europe or America suddenly thrive. They become doctors, engineers, and successful business owners. Did their intelligence change on the flight over? Or was it the environment all along? China was desperately poor under Mao. Millions starved. Now they are an economic powerhouse. Did Chinese IQ suddenly jump, or did they just change their economic system? North Korea and South Korea are literally the same people. Same ethnic background, same culture, same everything. One country is rich and technologically advanced. The other is poor. The difference is economic freedom. Countries prosper when they have rule of law, property rights that are secure and transferable, and freedom to enterprise. The IQ theory is what racists use to avoid confronting the real issue, which is that bad systems keep talented people trapped.

Assuming that number is correct: The same reason many African Americans think slavery is important and their skin color is a vital attribute. That's what they are taught. Children taught to be stupid will be. Telling a child from early development that their skin color is the determining factor in their life undermines their ability to progress rationally. They have to adjust their belief systems to match the faulty foundation. They cannot apply logical analysis to life or their world view falls apart. This form of education has led to students protesting that biology is bigotry. Seeking segregation. Claiming to be traumatized by events that occurred hundreds of years ago to unrelated people. If you sabotage a person's ability to reason, they will reason poorly.
