Pope Leo XIV, leader of the Roman Catholic Church, approved the appointment under the provisional Sino-Vatican deal on bishop selections. However, before receiving Vatican approval, Chang was already serving as director of the local Chinese Catholic Patriotic Association, the state-run organization tasked with overseeing official church affairs for the CCP. Under China’s official religious framework, spiritual leaders operate under direct supervision from the CCP's United Front Work Department, which enforces state "sinicization" policies to align religious teachings with party ideology. Just weeks before his consecration, Chang held meetings requiring local clergy to strictly adhere to government regulations.
