This is a long waste of words. You cannot internationalise what is already an international question. The Treaty of Union is an international treaty. The question of whether it was given effect is an international issue and the status of Scotland as a state dismantled by the English state is a matter for international inquiry. Finally, independence itself is achieved when other states recognise you not when a people vote for it. Got that? Don’t confuse your preferred beliefs with knowledge or understanding because in this matter you have neither.
