1. President Luis Arce is in open and escalating dispute with former president Evo Morales over control of the ruling MAS party and candidacy for the 2025 elections. The party is thoroughly split. The constitutional court ruled that Evo is ineligible to run again.

Whether or not Gen. Zuniga’s failed coup, comical in brevity, was pure theater, it marks a serious escalation in Bolivia’s slide towards authoritarianism, testing the waters for dispensing intractable conflict in deliberative institutions with the “order” of naked force.

During his arrest, Gen. Zúñiga stated that his coup attempt was staged in coordination with Pres. Arce to boost his popularity.
